How do you get these levels to upgrade these businesses?

My suggestion to all, focus on upgrading business types first, then output, then capacity. Don’t do these all at the same time. If you do it this way then you’ll make the most amount of money in the least possible time. If you check in with your game frequently enough, then capacity won’t matter at all. If you don’t, upgrading each by even a little bit gives you plenty of time.

Focus on political corrupto last. You won’t need it for two more levels anyway.
